Singapore will ratify ILO Convention on Tripartite Consultation

Manpower Minister Gan Kim Yong announced this when he addressed the 99th session International Labour Conference in Geneva on Tuesday. The Convention aims to establish national tripartite consultations in ILO member states to promote the implementation of international labour standards. In January, the International Labour Standards Department (NORMES) and the Industrial and Employment Relations Department (DIALOGUE) of the International Labour Office (ILO) had jointly undertook a five-day Study visit on Tripartism in Singapore.

The Convention requires the ILO members to undertake effective consultations on matters pertaining to ILO activities between representatives of the government, employers and workers. Mr Gan said that ratifying the Convention would mark a significant milestone for Singapore, to institutionalise and strengthen tripartism as a unique competitive advantage contributing to economic and social progress.

He said: “Singapore’s unique brand of tripartism has served us well through this and previous crises as we addressed challenges together. Having evolved over the years from an adversarial relationship in the past to a synergistic and collaborative partnership today, tripartism in Singapore has often been referred to as our secret weapon that drives our economic success.

“Workers, employers and the government shared common goals and worked closely together to build harmonious industrial relations. This has benefited businesses and workers, and helped Singapore achieve inclusive growth.”

Separately, NTUC’s Secretary-General Lim Swee Say said that the ratification of the Convention is a recognition of the strong tripartite partnership in Singapore which has enabled workers to share in the benefits of economic progress and development.

NTUC will work closely together with MOM and the Singapore National Employers Federation (SNEF) to further strengthen this partnership, so as to ensure that tripartism will be effective in both good and bad times.  Singapore National Employers Federation President Stephen Lee added that SNEF also supported the ratification.

It is committed to strengthening tripartism which has been a win-win-win partnership that has delivered outcomes for employers. Mr Lee said tripartism will continue to play a critical role in creating sustainable and inclusive growth for Singapore. – CNA/ms
